Learning systems have evolved over a century from the primitive machine imitation of human reasoning to con- temporary data-based statistical inference. Numerous and profound achievements in this context have been made, which are scattered over many different domains such as engineering, mathematics, social science and economics. It is timely to direct the well-developed learning theory toward practical applications. Particularly, learning and optimization are amenable to efficient and useful practical application.
