Abstract

Auctions have emerged as the optimal method of allocating spectrum for such purposes as Personal Communications Services. A large literature has examined various aspects of spectrum auctions, but relatively little research has examined the impact of the form of the auction on the economics of spectrum auctions. This paper provides a theoretical and empirical analysis of the impact of auction form and other key drivers on the price paid per MHz per population.
