The aim of Telecommunication operator’s tendency toward NGN is to provide integrated services to users with different accesses. Also, definition, creation and provision of new services are mostly related to the tools which are necessary for achieving this target. It provides flexibility of network due to increasing need to new services without structural changes, spending much money and creating new fields. In this article, while reviewing and analyzing strengths and weaknesses of standardized methods for service definition and creation, a practical model based on new technologies will be presented to realize the mentioned goal.
