Abstract

Since 1983, the Government of Canada has moved aggressively to license spectrum for cellular telephones and related wireless applications. This paper has three objectives. The first is to describe the evolution of spectrum licensing policies and processes in Canada. The second is to estimate the impact of the spectrum auction regime on average revenues per customer and number of wireless accounts. The third is to examine the impact of the spectrum auction regime on Canadian Federal Government revenues and costs.
