We developed an easy method to use community system focused on providing necessary functions for citizen groups. We proposed an web environment called "e-citizen square" to support ordinary citizen groups utilizing web tools easily. It provides web community space and tools for ordinary citizen groups with low IT skills. Citizen groups can use pre-specified and stylized space in the web server and they can use online education materials according to their purpose of usage. Effectiveness of the web environment were proved through experimental use by ordinary citizen groups.
