Central section, ground surface clutter
The central section is the spine used to compose the shaped beam antenna reflector. The central section designed in accordance with cosecant squared coverage pattern can only be satisfied in free space, and an ideal instance like this for ground-based radar does not exist. So the influence of the ground surface clutter should be taken into account in the design of the central section.
