Abstract

This study describes the procedure to select an effective strategy to develop an online course for in-service teachers in Thailand. The author has made an investigation of the possible decisions for the course by the Analytic Hierarchy Process (AHP) to compare potential impacts of the different strategies. Throughout the comparison, the author referenced the data of preceding pilot study where rural schools were connected to broadband, and governmental initiatives for ICT in education. As a result, ‘innovation oriented strategy’ is selected to conduct course content, and it governs 53.4% of priority in all alternatives. And four avant-titles for course content are selected in accordance with the strategy.
