Abstract

As online college enrollments soar, the number of public, private, and for-profit e-campuses continues to grow, raising serious concerns about the academic quality and integrity of Web-based education both in the US and abroad. In this paper, the author proposes an effective global model for creating the for-purpose e-learning environment, while also examining a variety of “best practices that support her proposal. This model is designed to generate an array of academic, technology, and administrative support services and systems, within an institutional framework that incorporates four guiding principles: (1) accessibility, (2) applicability, (3) affordability, and (4) accountability.
