This paper addresses the problem of designing and implementing a modeling and simulation environment for planning search and rescue operations in urban terrain. There are three principle accomplishments illustrated in this paper: (1) generate an urban terrain movement model for computer gaming from a Compact Terrain DataBase (CTDB), (2) increase the simulation speed of operations by preprocessing shortest path and line of sight calculations, and (3) define a programming interface for planning algorithms to integrate into the model.
