The aim of this research is to consider about the propriety of an evolution algorithm. We constructed a simulation model to generate one element with higher level function from a set of many elements with low level ability, like the colony of social insects. Such a high level element has its optimal strategy and role assignment. To evolve a high level element, it is necessary to be given functions to prompt to generate co operation among low level elements, including altruistic behavior.
