Computer Supported Cooperative Work (CSCW) is the application that incorporates computing and networking technologies to facilitate cooperation and collaboration among people. How to keep CSCW system effective and efficient remains a challenge. In this paper we present a rule-mitigated infrastructure for CSCW applications. The formalization of collaboration rules help to support extensive CSCW activities. We discussed the concepts of δ-document and its scope facilitates fine-grained control and document sharing of collaboration-aware application. An extended actor-based model is proposed to provide solutions to most CSCW-related issues.
