Policy based management systems offer an innovation that enables transformational communications for such missions as the Global Information Grid (GIG). In this paper we will discuss ways to apply policy-based technology. One way is what we call ad hoc use of policy, and the other way is based on a policy management infrastructure. The two methods are discussed, together with their merits and demerits, and the minimal set of policy functions needed in the two cases is described. We also present an architecture to realize the policy management infrastructure, identify the needed standards, and indicate the available products that can help implement parts of the infrastructure.
