The purpose of this paper is to describe the current structure of the electric power system in California with focus on the real time energy market. This paper will describe the evolution of the California experience from a de-centralized pool operation to a mostly forward bilateral market moving ahead towards a centralized structure. The first step has been the implementation of a centralized real time market. The evolution is in progress and not yet an “affair complete.”
