The paper describes the approaches used within the Interreg cooperation project aimed at increasing the management proficiency levels (in medium and small size enterprises and local authorities) through improvement of their knowledge and skills required for e-business applications. The basic methods used were web-based learning resources and distance learning approach. The tools used enabled the students involved to understand how the basic infrastructure of the knowledge economy works. The project is part of the Inter regional program "Interreg goes digital" funded by EU Commission.
