H.263, Scalable video coding, FGS.
Transmission of video over bandwidth varying networks like the Internet requires a highly scalable solution capable of adapting to the network condition in real-time. Hence, a critical issue in providing quality service of media over the Internet is scalability. In this paper, we review the four basic scalable profiles proposed by MPEG1 /H.26x group, namely data partitioning, SNR2 scalability, spatial scalability and temporal scalability. Then, we will present the shortcomings of these methods. A new scalability technique known as FGS is recently proposed for video coding. Furthermore, we propose a new implementation of H.263 CODEC under FGS3 framework. Primary results of our implementation show that fine-grained scalable for real time video streaming is realizable using our method.
