Abstract

Demand Response Programs base their incentives on the load reduction preformed by consumers in a period of time with respect to a calculated reference load, usually known as Baseline Consumption Level (BCL). An evaluation of the baseline computation methods was with in the scope of the Demand Response Opportunity Project (DROP) Pilot Program of Progress Energy. The different methods currently used by other programs were evaluated and the results are presented in this paper. The evaluation was carried out by testing the methods with data of consumers currently participating in DROP.
