Recently, optical VPN services have received a great deal of attention as a promising service provided by next generation backbone networks. In this paper, we consider a mechanism for providing fairness among VPNs. The key to our scheme lies in stochastic-based admission control that enables us to provide almost ideal fairness while maintain ing the efficiency of network resources. We also performed extensive simulations to evaluate the performance of our algorithm in terms of fairness and network efficiency.
