This research provides some insights into the characteristics of operators that provide nature and adventure experiences in Western Canada by linking the literature of environmental management systems (EMSs) with the literatures on values and attitudes toward regulation. The results of this empirical study suggest that tour operators, who are environmental leaders characterized by their values and attitudes toward regulation, operate with more sophisticated EMSs. Environmental leaders work more readily with external stakeholders in determining the company's direction and soliciting feedback. They also have developed positive external relationships with regulators. Based on the findings, it is suggested that regulatory bodies work more closely with tour operators who are environmental leaders to set formal and informal standards for operating policies and procedures appropriate for parks and protected areas.
