Handoffs in wireless mobile networks are mainly used for maintaining service continuity during mobility. The issue of QoS maintenance is also of great importance during the handoff. In this paper, we propose a selective handoff mechanism for QoS management. In this mechanism, the handoff by a cell is delayed or hastened with an objective of using the resources available with itself and its neighboring cells effectively. This ultimately results in effective load balancing across the network.
