In this paper, we propose two distinct kinds of base stations: low range, voice predominant base stations, and high range, data predominant base stations as part of a dual range cellular network. The main objective of such a network is to achieve load balancing and where appropriate, minimize frequent handoffs of data sessions. We also describe an approach for fixed channel allocation for low range and high range base stations based on the historical voice and data traffic, and briefly discuss a call admission control algorithm in the context of a dual range cellular network to effectively utilize the 2G and 3G resources and achieve load balancing.
