E-learning, ICT and innovation policy, Europe.
This article highlights the main issues of European innovation and e-learning policy. The authors trace policy options, strategies and activities with reference to the use of ICTs at university level through document analysis. It can be stated that economic considerations as well as technology-based views prevail in the basic policy documents and that the European policy makers paid no specific attention to tertiary education. Nevertheless, a shift towards a more pedagogically sound framework for e-learning can be found since the development of the eLearning Action Plan in 2001.
