Abstract

Centralized wireless networks with user arrivals and depar tures are considered. It is shown that variability in the ser vice process increases the mean delay seen by users in such systems. This observation is used to develop a power con trol scheme that attains the right balance between service variability and service mean. For scheduling based physi cal layer schemes, the common understanding is that chan nel variability improves performance. It is argued here that channel variability can be undesirable when the channel is highly correlated in time.
