This paper models an innovative system called CML (short for Complexity Measure of Learning), using rule based and case-based reasoning, mathematical techniques and proofs, and also describes its development as a computer program. This system captures the complexity measure of a learner's beliefs in the process of learning an algorithm. The paper also discusses the implementation in detail, including sample runs of the program, and provides the results in the form of a graph. Finally, it compares the CML system to several important existing works in Cognitive Science. The CML system provides valuable assistance in the assessment of employee training or re training.
