In 2001, the federal government of the Russian Federation launched the Federal Educational Program entitled "Global Education Network" for 2002-2005 years. This Program is aimed to provide equal educational opportunities for all Russian students regardless their actual geographic location, provide teachers and faculty with top quality educational materials for their professional use and professional development, and implement new teaching and learning technologies based on innovative information technologies. This paper briefly describes Program's goals, objectives, methods to be used, main development principles of the educational portal system, rubricators and metadata for educational materials.
