The design and realization of on-line formation system for operation orders was introduced in this paper. The system accesses to SCADA (Supervisory Control and Data Acquisition) system via internetwork and gets the state and operating information of the spot devices of substations, which integrates with multithreading. Additionally, it checks the data to ensure the consistency of the information. This paper presents emphatically the scheme of accessing to SCADA, as well as the way of data replication and data checking.
