Abstract

As third generation (3G) networks become deployed, network operators must optimize their 2G and 3G networks to support multiple services on the different networks, to various QoS standards. As 4G emerges, users will be able to roam seamlessly between cellular and other wireless networks, such as Wireless LAN and satellite networks. To further complicate matters, new data services are bandwidth hungry. This study considers various load distribution techniques between networks, by comparing call overflow schemes with call placement schemes, using various overflow and return policies, based upon the Substitute technique.
