Network optimization strategies form an important part in radio access network planning approaches for second and third generation mobile systems like GSM and UMTS. In this paper, we will describe a powerful optimization tool for UMTS radio access network planning. Our tool allows fast and reliable automatic planning of the UMTS radio ac cess network (clustering and interconnection of the base stations, and connection to backbone network) while try ing to optimize the costs for setting up and running the net work. Additionally, our tool offers phase planning, plan ning based on existing (GSM) infrastructure and user inter active planning.
